    Although the future of the Patient Protection and Affordable Care Act signed by President Obama in 2010 is uncertain, it's clear that the health insurance and healthcare industries are in the throes of tremendous change. Regardless of the outcome of the reform regulation, for healthcare payers it has become a very different business, shaped by trends such as consumerism, new competition, technology advances, and, yes, regulation. Unfortunately, most carriers' legacy billing systems can't scale to support billing for an individual (as opposed to group) customer, not to mention handling the greater volume that will come with an expansion of products and coverages. There's even uncertainty as to what health insurance bills must look like, as the department of Health and Human Services is expected to introduce regulations requiring that bills are clear, easy for consumers to understand, and don't hide consumer costs.
