Will Your State Deliver a Modernized Medicaid Program by 2014?

In November 2010 the Centers for Medicare and Medicaid Services proposed a rule to amend the definition of Mechanized Claims Processing and Information Retrieval Systems to include systems used for eligibility determination, enrollment, and eligibility reporting activities. As a result all State Medicaid Management Information Systems will be required to meet defined standards and conditions in terms of timeliness, accuracy, efficiency and integrity by January of 2014. States that meet these requirements will qualify for enhanced federal matching rates – 90% of the development/deployment cost, and 75% of the cost going forward.

As part of this mandate States are required to implement a modular, flexible approach to systems development to ensure they build a seamless customer experience. To quote from the proposed rule:
